Chairman Dover is a 25-year veteran of the United States Army and an active Paid-up-for-Life Member of American Legion Post #71 in Cabot. He also currently serves as Flag Alliance Committee Chairman, POW-MIA Committee Chairman, and the American Legion Department of Arkansas Legionnaire Newsletter Editor. He completed the American Legion Extension Institute in 2008, and is a member of the American Legion Media Alliance (TALMA), and recently served as Secretary of the Arkansas Veterans Coalition, where he was a founding member from 1997 until 2023, when he resigned due to medical issues.

A 1992 graduate of the U.S. Military Defense Information School (DINFOS), Chairman Dover is a published writer and freelance professional and technical documentation specialist, and has also worked as a Senior Professional Technical Writer with both DXC and Gainwell Technologies in Conway until his retirement.

Chairman Dover recently served as Senior Military and Veterans Representative to Arkansas Attorney General Leslie Rutledge, and he also served as an Appointee to former U.S. Congressman and current Lt. Governor Tim Griffin’s Second Congressional District Veterans Advisory Committee.

A 2000 University of Arkansas at Little Rock (UALR) Honor Graduate, Chairman Dover was named to the Who’s Who Among Students in American Colleges and Universities, and holds a Bachelor of Arts (BA) in Professional and Technical Writing with a Minor in Marketing.

In other volunteer capacities, he has served as Public Relations Chairman of the Heartland District Civitan Volunteer Organization; Distinguished Past President & Public Relations Chairman of the Little Rock Civitan Club; Past President of the Society for Technical Communication-Arkansas Chapter (STC); Past President of the UALR Public Relations Student Society of America (PRSSA); and Founding Member of the Phi Chi Sigma National Veterans Fraternity (PCS) at the University of Arkansas-Little Rock.

Chairman Dover and his wife Sondra (who is a member of American Legion Unit #71 Auxiliary), reside in Little Rock. They have a daughter and son-in-law, along with four grandchildren, and a great-grandson, who reside in Joplin, Missouri.
